The judge on the right in God Of War 3. Is he traversable and if so, how do you get to it?

I’ve been playing God Of War 3 and it’s been bugging me that the judge on the right at the bottom of the chain of ballance looks like his arm and chest are traversable but I can’t figure out if it really is or how to get to it if it is because jumping doesn’t work.
